Sir,
We have the honour to enclose a letter addressed to His Excellency the Governor respecting the Proclamation contained in the Government Gazette of the 16th inst., whereby the voyage of steam ships from Hong Kong to Vladivostock is, to our astonishment, declared to be eight days' duration, giving us reason for doubting the accuracy of the Proclamation.
